Funds that are deposited in a TreasuryDirect account are automatically used to purchase a Zero-Percent Certificate of Indebtedness also known as Zero-Percent C of I or just, C of I. The C of I therefore is a Treasury security that does not earn any interest and it is hence intended for use as a source of funds for traditional Treasury security purchases. It is generally used to accumulate funds from other sources like payroll deductions until reaching the minimum amount for a traditional security purchase.
